They describe “two Congresses”, the first relating to constituents, and the second to their colleagues. What about performance? What about the effectiveness
polls today (2008) all-time record for the 9% approval rating of Congress. This shows the authors manage a glaring omission of myopia and the main reason for the existence of Congress – the business of the nation in a balanced and effective.
Without doubt, most senators and representatives did an excellent job in helping their constituents. They know that reelection depends on this service. The U.S. Congress is probably unique in the world in which citizens’ access to effective assistance in conjunction with the government on a personal level.
But only I have recently used to compare with the U.S. legislation to parliaments major European nations, “I was realized – to my shock – the arbitrary, so random and dysfunctional Congress got to work since the 1960s. In the parliaments of member states of the EU “The ruling party has launched a concept for a new major release of right to first try to send to a relevant ministry. This is the concept of a careful assessment: Short-term and long-term effects, see the various constituencies of the proposed strategy, the costs involved, etc. A draft law to the assessment amounts to the ruling party or coalition. I have to be ordered this book in its many editions for classes that I learned on Congress and legislative politics. It is one of the best general texts available – and easily accessible for those who are simply interested in the politics of Congress.
One of the main points raised by the authors that “two Congresses” One is the Congress of “how a bill into law,” the actions and policies are characteristic of Capitol Hill. The other is the operation of representatives in their hometowns, on behalf of their constituents, “the people at home.” The two worlds, the members of Congress (Washington, DC to live and “Back Home”), may produce tensions and conflicts for members of the legislature. But these conflicts help us to understand the complex nature of Congressional politics and decision making.
Legislature can not live just in one conference or another. You need to navigate and negotiate between the two.
This text covers the entire area selected in the history of Congress, which end as it always says to Congress, how Congress works and its interactions with other key political actors in the political process of this conference is an important issue.
everyone – students and citizens – interested in the nature of Congress, this is a good starting point.

Normally, the law must be understood as a struggle for me. This book, while May is, has very good advice on how politics really does, and why politicians are struggling as they do. Would recommend it to anyone interested in law and politics.
